That's a different issue. Trump could have waited before selling his stocks, but he wouldn't have been able to take advantage of the tax deferral for conflict-of-interest sales because the CoI deferral does not apply to the President. Hence, regardless of the timing, Trump's stock sales would have been deemed voluntary and not eligible for deferral.
