What is most obvious is the fact the Feds aren't interested in listening to the victims of scams crying NSS. It's looked at as a "Learning Experience" for the future when serious bucks are spent by the prior scammed. Any more discussion on this poor subject-- well, you know

Some people simply can't admit that they were scammed so they fall back on the "evil mm's" must be doing something illegal like nss.

There has never been a case of nss being proven on an otc stock without significant fails to deliver.
