But if he didn't know about the halt or consider it material when he made that purchase, then it really shouldn't affect his ability to trade in the here and now.

So, I prefer to go by his stated position of waiting for the investigation to report. Though the public hints about not being precluded from trading, indicate that, other than the investigation, his hands are not tied, which is basically suggesting (to me at least) that as and when they see fit, they will re-enter the market, and with their ongoing belief in the science, when they do, it will be on the buy side.
