The Adcom was designed as a committee, whose purpose it was to advise the FDA about decisions on approvals or disapprovals they should end up making. Instead the FDA subverted the Adcom, by making them a rubber stamp to give them cover for decisions they had already privately made ahead of time. The Adcom was turned into a kangaroo court by the FDA.
