TEEROY, what's good about that video is that it notes the legal benefits of having such a system. Those benefits of not having to protect, or using the system to protect against civil wrongful deaths suits more than offset the cost of the system. Often cities/counties settle such wrongful death suits, and those settlements tend to be in the million or multi-million dollar cost range. So investing in a simulator can actually save cities/counties money.
