The ramifications are the ratification of the need to change management at the company. Nokia has now placed its 3g obligations in the lap of MSFT who will fight us to the end. Nokia now returns to 4 and 5g through unlicensed Foxcon. All of this is the result of waiting for the right deal under the definition of WM. I certainly do not know the difference between what Nok was willing to pay and what IDCC was demanding, but the amount had better be very significant to justify receiving nothing from a company that sold over 3 billion (with a "B") terminals containing 3g technology.
