What he meant was that phase 1 work was closed, or said another way, phase 1 work was already agreed upon previously and when he says finalizing phase 1, he means finishing the phase 1 work so they can move ahead on the larger contract of $40 million dollars! Phase 1 work is what the finance committee ordered to be completed prior to finance approval. Hope that helps - can talk more tomorrow! Cheers!
