That's a stretch. I have gone back and read a lot of the material on this "three" item stuff. I believe some posters are reading something that is not there. There was always a recognition that there would be a salvage permit. The three items would trigger the salvage permit.
Two people reading the same thing, but come away with polar opposite interpretations.
