Does the company's report of shareholder numbers in its quarterly reports include only record holders or does it also include beneficial holders?

According to company filings there are 212 shareholders and it has always been in that range.

LOTS OF BAGHOLDERS!

I assure you that most of them are sitting around and watching and have written the stock off in their mind. They CLEARLY not trading.
