If the report says "shareholders of record" it means those who are on listed with the issuer -- the ones on the books recorded with the company.
The broker you are with, or someone designated, is the registered owner of the stock, not the individual, although it may be done if requested. Doesn't usually happen with penny stocks.
There are usually many MANY more beneficial holders.
