It very well could be. Very hard to tell at the moment but volume came in heavy to buy.

It could be a double bottom at $4.07.....but I'm not yet convinced. However, if the dividend is secure, it seems to me it's not an awful place to buy in.
And no, I'm far from convinced this IS the bottom.
