The formulation is exactly the same when looking at the active ingredients. I will try to make it simple for you:

Vesele- The label states 2 capsules/serving and then lists the following/serving size not/capsule. To get the amount/capsule you divide by two. The amount in each bottle is 120 capsules
L-Citruline 1000 mg divide by 2 and you get 500 mg
L-Arginine 500 mg divide by 2 and you get 250 mg
Bioperine 2.5 mg divide by 2 and you get 1.25 mg

Recalmax-The label states serving size 1 capsule. The amount in each bottle is 60 capsules
L-Citruline 500 mg
L-Arginine 250 mg
Bioprine 1.25 mg

Therefore, the amount of active ingredients is the same for each capsule and the list price/bottle is the same

Why would you need both. You would be further ahead to just purchase Vesele since you get twice as many capsules.
