COWI has no potential. They are nothing but a staffing agency providing Microsoft with short-term personnel rentals, which is why 99.93% of their revenue is from Microsoft. They have nothing of their own that anyone could possibly want to acquire. And even if they did, they could just wait until COWI goes bankrupt and buy the assets. They don't need to take on COWI's $21 million in liabilities to acquire their $215,000 in assets!
