No this is what was stated:

They will not have to be crash tested because of the low production number (7)

That is in fact complete bullshit, there are no exemptions based upond production numbers.

Further it was shown the exemption applied for was in FACT due to a financial hardship claim from SLNN of a supposed $3,000,000 for redesign to comply with CFR.

Those are the facts.
