I didn't see the TV interview with HG, but it was reported here that when asked about Nokia his response was that "it's just a matter of filling in the blanks".

Either he was being 1. purposely misleading, or 2. he (IDCC) genuinely believed Nokia would pay up and not ask for arbitration. My belief is #2, and that possibly that statement
(and the scenario that led to that statement) may have been the reason why he was not part of this CC. IMHO

I personally think you are 180 degrees wrong in this observation. One of the things Merritt pointed out is Nokia could be resolved at any time.
