wouldn't it be better to just sell the licenses for the 3 products at some set rate and make them have to pay a recurring license fee once per year, something like that?

Sure, if one customer didn't mean more than another. But in practically every industry, there's different costs dependent on the relationship & size of the order (or anticipated size of future orders in this instance).
