Framing someone is never OK.

he thinks he's framing a guilty man so in his mind that makes it okay.


Are you familiar with the definition of "Frame"?
Frame - to incriminate (an innocent person) through the use of false evidence, information, etc.

There is no need to frame a guilty man because either you have the evidence that they are guilty and can use that evidence to prove guilt or you don't have the evidence so you really are uncertain of their guilt.

Framing someone is simply amoral.
Amoral - not involving questions of right or wrong; without moral quality; neither moral nor immoral. Having no moral standards, restraints, or principles; unaware of or indifferent to questions of right or wrong.
