Especially given the fact that we know Wialan's been involved with lights (albeit street and not traffic lights) in Miami-Dade in the past:

For Wialan this move secures the production of Wialan’s wireless routers to drive the lights and also secures the production of Wialan’s base units to mesh the lights to the central station where the NVR and Internet is based, a Wialan Base with only two radios can easily manage up to 20 lights in a mesh configuration (Wialan’s base units can have up to 4 radios, each radio can have a different frequency, 2.4GHz, 4.9GHz and or the whole range of 5.0GHz to 5.8GHz).
