Could possibly be a "cut the red tape" situation on the site with up and running RedBirds pumping out clean water. Hand shaking and photo taking type event. And the news later this week could be a up and running site completed.

But thats just my wishful thinking. Go CDNL, lets have a great week.

Either the fins are done and signed off so he doesn't need to be here when they're released or they're still not done and won't be finished within the time frame he will be away, so being here doing nothing (and taking flack from armchair quarterback CEO's) is not an option. In any event people need to chill out and play what they see, not what they want to see. OTC POS speculation, gotta luv it :-)

Will filings prevent EXIM funding?

I doubt EXIM is able to authorize funding for Cardinal if Cardinal hasn't submitted any SEC filings all year. Same for the Bank of China.
