That is correct-- What I am wondering is if there is some clause that would prevent Insiders from Filing to buy or sell during the Amex delisting period of time. Either by GTE BOD or the AMEX. I know it would cause a Big uproar if say Huff filed today to purchase shares.

if they so desire but they are not required to if they decide not to. Only true insiders need to file a form 4 when they sell their shares.

You also keep making the claim the company is asking us to buy their shares. I have not seen one prospectus offering by the company recently asking us to buy shares. You seem to be confusing stockholders who are asking others to buy their shares with the company.

Correct. So one would expect to see insider planned sales on a regular basis, even if they have absolutely no intent to sell. It's a way for them to follow regulations and keep their investments liquid.
