Yes. Though he was said to be a "firebrand". Most of his speech was fairly normal. It is, after all, the Republican convention. He didn't really seem to get anyone worked up.

WTF?? The current speaker--the guy from Arkansas--opened his presentation by saying "Help is on the way!"

That was John Kerry's slogan in 2004...
