Microsoft has hundreds of consulting companies providing them with personnel. All you have to do is read COWI's financial statements and you can see they are not "financially responsible".

They are insolvent.

They also keep getting sued by the State of Washington for unpaid taxes.

"Financially Responsible" companies don't have total assets of $200,000 and current liabilities of $26,866,083. And they don't have multiple lawsuits for unpaid taxes. And not too many employees will be able to be paid with the $2,481 in cash they have in the bank.
