Not sure anyone really wanting to be liquid currently has a hard time selling his or her shares. Certain restructuring could make the stock less liquid. Due to the low OS, that type of restructuring was what was proposed before. Though restructuring wasn't mentioned in this meeting announcement.

I'd still prefer to see an incremental strategy of first getting off the pink sheets because that would add to shareholder value further reducing any ratio if proposed. Besides this company is making money via its sales. It's ability to be awarded contracts has NOT been as adversely impacted by its listing price This was the prior reason given for any restructuring. Plus attracting institutional investors opens the company to more scrutiny, not less. VTSI with its paucity of communications with current shareholders has always behaved more like a private company. So not sure why it would seek that additional scrutiny.

Now, to me, the main reason to restructure from a business point of view would be able to make strategic acquisitions. Having a share structure that allows them to purchase competitors with additionally issued shares would make the most sense. The current structure (high OS) doesn't allow for this because that would obviously cause too much and further dilution.
