NOT a good thing at all:

Ever since it became clear that no viable buyer was interested in purchasing the Debtors' assets, the Debtors have very actively attempted to finalize an agreement with a reverse merger candidate to maximize the benefit to these estates and have engaged in extensive negotiations with a number of prospective reverse merger candidates...ICC has now advised the Debtors that it was not able to consummate its transaction and therefore does not have the funding necessary to fund its reverse merger with the Debtors. The Debtors have also exhausted all of their efforts with all other reverse merger candidates and were not able to finalize an agreement with any of them. The Debtors are also now out of money
