This is the same reason that has been spewed since last summer. Every time the PPS drops its because "BP is bringing it down for a cheaper price" or "the MMs are scooping up shares for the big boys" . But still no partnership/buyout and low institutional ownership. Maybe it's that we have no news and investor sentiment is low? That seems more likely. History shows is that we go up on news, pullback, and wait for more news. If there is no new data next week, we'll retest the mid to low $3s.
