SEC doesn't care about FTDs - there have been cases where more than 100% of shares out were short and they did nothing (Overstock.com) - if you really want to see an eye opening chart, check out the link below - you can also look at the raw data if you want, copy/paste into Excel - is this where you got the data?
Type AMRN into the box, click on "get FTD chart" - right before MARINE approval a whopping 4M FTDs in just one day!!! Don't know what the share count was back then, but that had to be a decent % of shrs out at the time, especially if you add up all the FTDs from prior days/weeks.
