Thinly traded pennies bounce around on almost anything. A seller dropping his ask shows up as weakness, which it is in a stock price sense, but does not affect the fundamentals of the company, which are rather opaque at the moment.

Picked up a few today myself. The spread between bid and ask is very low for this stock.
