I disagree somewhat a name & ticker change can be a pretty big thing and make the price go up if the company is going in a different direction like ARCS is. It helps show that the new management is serious about what they have put out and said they would do.
For a quick example just look at CHRO it was already steadily moving up after new management said the new direction of the company. But then in March the name and ticker change took place and the stock jumped 50% the same day. I do agree name change alone may not but if it's a change in the direction of the business it could....
