That is very hard to believe. Changing the label on a product doesn't make the product any different. I have never seen the PPS increase because of a CUSIP change unless the "Q" is removed (because the company is no longer in bankruptcy).

When the ticker of ARCS changes, the PPS will still be in the same range it's been for the past 2 months, and shareholders will still be holding on to the hope of magical "news."
