You don't NEED AS9100C to do business with Boeing. There are loads of companies that don't have it and do business with Boeing. However, it certainly helps you go through the process more quickly if you do have it.

You said that they never made parts. But how can they get qualified if they don't make parts? Making parts would be defined under SAE-AS81820, not your definition or mine. They most certainly made parts, or they would have never received qualification approval. I don't think that you can verify that. Maybe it is just an issue of defining "makes".
