One view maybe but I think it more likely any or all of the following -

He is an insider and as such cannot buy or sell on the open market - maybe he is aware of the reasons for the screening halt?

He cannot take part in any private placing before the very investigation that he wanted is complete otherwise he would look daft and be subject to questions from his investors.



So....when news of the investigation is complete and or the material information that he may be aware of is then made public he will be free to buy, sell or hold.
