Not true. Baker Bro has several under $5. Check out Broadstreet, Gamma Frost and many many others.
The only ones who "can't" buy under $5 are the ones that have charters restricting the price to $5 or above. Every institution has its own charter. You need to read every charter to know what each institution can and cannot do.
Baker Bro even has a couple stocks under $1.
