Maybe they intend on moving it? Why not? You could make samples in China and ship them.

I think if you go back and read the press release again, I believe the explanation is there. While this will result in a capacity expansion it is also very much a local applications development facility/resource for the Chinese market.

Historically, QMC has focused on manufacturing, it's been their point of emphasis. A number of years back I spoke to an industry player who questioned that (manufacturing) focus versus developing applications. I'm sure QMC will argue that they were doing both (via sampling) however a quick comparison of the R&D staffs back then compared to the other QD players would quickly reveal a low number of bodies on our team. It may or may not be the reason our sales forecasts have been missed a few times. Now it is being addressed.

The bottom line is that this company is expanding and adding applications development resources in close proximity to a market. Regardless of our impatience for sales, it would be hard not to see it as a positive step.

My thinking, they are working with hazardous materials or dangerous goods class 5? It's not the kind of materials that you can move cross boarders easily. Actually, the point is, have faith in management, QMC is a complex business.
