Hi Trainz, We sort of know where the dumping is coming from. Probably from the 10 mil shares used to pay back the $700k.
What we don't know is whose picking up all these shares and why. Considering the amount, I can only guess that it's a good thing.

Type in pwtc in left top corner, click for US stock, enter and scroll down to see last 10 trades. Seems to be lots of 30k or so trades going through. Not really big ones so much. If it were dumping wouldn't the price be falling to 5 cents or so.
