I am having a hard time to understand the conflicting claims that the stock is both illiquid and diluted to no end???

How could there be 14 billion shares in the float, with 600 million offered at $0.0001, and there be a liquidity issue with GNCP?

When a stock is cellar boxed, it is quite telling...
