I believe that is exactly what is happening. Probably shorts trying to cover as low as they can before news while shaking out anyone they can who buys in on the pump. Of course those shorts could also be some of the rainmaker shares from the high volume days.

I wouldn't be surprised if this laddering continues until news is so big that the are forced to cover.
