Why would S&P Capital reiterate Strong Buy after the release of this news if it is a negative? Maybe Ford will buck the trend of thinking with this negative mentality among investors?

Looks like GM pulled the buy back move and slight divi increase and it has yeilded over a 4% upside move on its pps in pre-market. Surely there must be a legit business reason why ford decided not to go this route.
