Good question. The best indicator is to look at some of the sites that will show what the # of shares traded were buys versus sells of the total volume. A stock may have 1 billion shares traded but 600 million of that may have been from people flipping/selling or from those that were holding from days/weeks back that sold thus those shares are back on the market now and need to be bought up to move higher. In general though, when a stock has high volume and it isn't from the company selling/diluting..... it is generally a good sign that there is interest and that the pps "may" go higher.
