It is pretty obvious from reading the Alstom-MVTG contract and from what we know about how long the contract negotiations lasted

(about 9 months of silence from MVTG at the time, which by the way is why LaFarge was delayed in 2013 for 9-12 months back then because Alstom was negotiating a three way partnership for the MVTG-ERC pilot plant with LaFarge and MVTG, and v=because Alstom had CO2 capture systems of their own design to offer up to go in front of the MVTG-ERC)

that Alstom must have invested a half million dollars in staff time and DD efforts across the Atlantic for 9-12 months before they completed and signed that record 5 year contract with MVTG.
