Accordingly, the Company has raised its Authorized Shares to 200 Million for the 2016 fiscal year

Which means no R/S in near future.

It doesn't mean that at all! It means that they raised the OS to 200M to start the 2016 fiscal year... Obviously if they meant it to be a limit for the whole year, they would have explicitly stated that!

And it says nothing about a R/S... And even if it did, this company has told shareholders "there will be no reverse split" when they have already filed for one!

Quoting a non-credible source is certainly proof of nothing!
