My take,

The S-1 statement filed back in July:

Is being made effective. In other words, they are officially "registering" those 24,640,000 shares associated with the May warrants. Which means, they are now officially part of the float and O/S.

If you read the fine print of that S-1 it clearly says that the shares are to be registered on a future date through filing of an amendment. That future day is today :).
