Agreed, they are building capacity in multiple places now. I would think this is a stop-gap until Sawston is online. Add to this the expansion in the US and they are surely looking like a company ready to commercialize.
I do agree this production hub might serve as a bridge to manufacturing in Sawston. That makes complete sense.
"European Centers" sounds extremely encouraging.
Probably most encouraging of all is the date it was written/published online. October 28, 2015. No way this is pie in the sky.
(I do not recall making a list, but I did often run off many signposts that correlated with things like application processing times, etc. I'd be happy to try and work on a list sometime tomorrow.)
