You are reading wayyyyyyyy too much into it. The Presidential Review was already done in Phase 1. These are the tasks that was done a long time ago. WE are in Phase 3. We are waiting on the results of Mini #7, which should have been given to Baltia A LONG TIME AGO!

WE already have gotten our frequency allocation a while back, and the recent filing for DOT was to request to retain the frequency.

The task accomplished was for Phase 1 and 2. WE have just completed the table top exercise for Phase 3.
