#40868 RE: Capt Billy #40867

Thanks for writing Captain Billy. I've always appreciated your work and words.

Yes, you too have been kept in the dark. And Utah may not talk to you because it has nothing positive to say. But that doesn't change reality that Utah no longer legally exists. You say they won't come out with a PR because of money. I think they have not come out with a PR because there is no "company" that CAN come out with a PR nor any officer who legally can announce it. There is no legal standing of any company any more. they have not filed their legally required forms to continue to exist, they let their agent resign without filling the position (An important thing for a company to be legal) and they have no officers to GIVE a PR. Randy resigned two years ago. That, the resignation of a CEO, is a material fact for Any company, and by law MUST be PR'd. I know ... if you don't have money you don't PR stuff. But it's still the SEC that says it MUST be done. And don't forget that AFTER the company stopped all the legal requirements to be a company, Wilf opened a NEW company and paid the fees to register THAT one, so he DID put small money out for that, but not for DPBE. Makes me worry that if a new contract were finally offered (And for your sake, I'm still hoping at some point it WILL be) that WIlf would assign it to the new company and let DPBE stay where it is now. Nowhere. Because DPBE failed and doesn't exist. A new company would have less baggage, and he'd be able to work the contract through it MUCH easier. And legally too. The new investors might be London, or a new stock (He'd have to work around the SEC sanctions somehow.) But the new company could take over, and DPBE went belly up. Which it already LEGALLY HAS. And he could move on to a new one with no repercussions. And "he" was not the CEO in charge when it all went south. Randy was. (A reason I counseled Randy to NOT take the job, by the way. But he did) At this point, It might realistically be the best way to do anything in the future. IF the DR ever comes around. the best way - for all but the stockholders here. But DPBE is at .0001 anyway, so it's not like it would go down in price. Maybe that is Wilf's plan. DPBE does not exist though as of 2 years ago. ANd I hope you have not listened to the voices saying it is about to come back, that we are about to be in the water in a month, or that divisions are coming in the next two weeks. Over and over again those voices have been wrong. It hasn't stopped them from reverberating the same spiel, but they have been wrong. I think "August will be when we get back in the water and get our new contract" was about what the last statement was. I'm sorry for you that it didn't happen.

I wish you opportunities to take other jobs, or other types of jobs with the boat, and that you can survive until something positive happens. Maybe the DR will someday change their stance, and at that time hopefully you will have a job - whether it be in the name of DPBE or some other (New) name. I still say DPBE doesn't have a company right now, and if they tried to come back I think the SEC would have issues with the fact that they have never disclosed anything like the CEO resigning and leaving the company. the SEC could accurately say DPBE has broken too many rules. Not filed reports. Not kept a legal agent in the state of Utah. No, I personally don't think (hence opinion) that DPBE will be coming back in this incarnation ever again. For your sake, I'll still hope I am wrong. :-)

Excellent Update Capt Billy......Contract Breach Had

No warning. You had an amazing dive season in 2013. We all knew it was just a matter of time before you hit the mother lode, especially if as assumed, you were onto the San Miguel with its manifest of 300,000 gold coins and 1,000,000 silver. Then the refusal of the DR to give Deep Blue their 50% cut. Maybe it's time for the DR to pay the Gringo tax.
As always, your updates are good enough for the smart shareholders and astute investors to know what's happening. Here's to hoping the DR criminals haven't made off with everything you and the crew worked so hard to recover.
Maybe the crew should pay a personal visit to Cultura.
