Really? There are already two areas that Wave does not satisfy the tender, VSC clients and financials. Try looking at details in the portal. Using your reasoning, Wave does not fit the tender and there can be no variations.

Nothing in the tender says it needs to be sole source. Integrators can go in with solutions and I believe Wave Systems will need to go in with a lead partner. They have neither the staff nor resources to do a project like this on their own. They also don't have the references or financials.

I have found that not taking someone's "word for it" has worked out quite well. ("June is ours", "$10 in 2010", "I think Wave is done", no reverse splits, etc, etc, etc)
