Koman, you would be wrong. There are a class of large investors (Soros, Blackrock, Icahn, etc) that report on a 13G rather than a 4.

As you'll note, all of Woodford's filings have been on 13's going back to inception. I think you'll have to agree he knows more about SEC compliance requirements than you.
