Ah, LLers are taught to throw to the cutoff man. In this case it was the 1B who was out there calling for the throw. When the score is tied you want to make sure you're throwing in front of the lead runner and not behind him.
1B went out for the throw and the P went to 1st to cover. The only chance to nail Cain at the plate was throwing on a direct line. RF to 1B to C.
Same thing happens in a hit to the LF corner with a runner on 1st. 3B goes out to draw the cut off SS covers 3B and P backs up the C.
Kids are taught in LL to throw in front of the lead runner, never behind them.
