Surprisingly there are very few rules in Canada about how to go about transition between governments. It is more complicated than this but in as nutshell assuming a liberal minority win Harper and his government would act like housesitters until Trudeau becomes PM. Harper would have to keep the lights on and take out the garbage on garbage day but wouldn't be allowed to order pizza, have his friends over, or subscribe to Netflix. The consensus is that it should be Trudeau's house by January.

Canopy will be worth a lot of money by then and hopefully have the Niagara greenhouse filled to capacity with flowering plants!

What happens if no party wins a majority? A rundown of minority government scenarios

The waters will be murky for at least a few days after OCT . 19 because Harper Gov still has desperation options that hopefully he doesn't exercise.

Legalization will take months to draft a world class "Harm Reducing" bill that Libs, Greens, and NDP can conciously support. This will be a light beacon in North America for federal Legalization. The whole world will be watching and its more important that the Government get it right, or on the right foot, than to just do it for do it sake.

So comfortable 6 months to a year IMO. The party will form an office for the Cannabis trade that is already affiliated with Alcohol and Tobacco and sit down with Health Canada, RCMP, Provincial Law enforcement and Premieres and Industry Executives, Hopefully Canopy is at the table. They will all together draft a federal legislation that, like alcohol is adjustable in the provinces. The time line for the bill to go through the house through first , second and third readings while giving everyone ample time to be adjusted... maybe I year after the election dust settles. While the conservatives nay nay nay , oppose oppose oppose all the way IMO
