XOM is selling the plant to PBF Energy which has done a good job at buyng small outdated refineries and running them efficiently.

I'm surprised they are touching the Cali market.

The Richmond refinery that had explosion problems was Chevron's. The soon to be former Exxon refinery is in Torrence.
