Yes, that's what the company said. But the dividend was always worth more than 25% of the value of the company's stock.

On 16 June, the declaration date, the stock closed at 0.021. According to the company, the o/s was 129 million shares. So the market cap was $2.7 million. A dividend worth $1.3 million, which was what the company said it was worth, was well over 25% of the market cap. On 30 June, the record date, the stock closed at 0.009, giving the stock a market cap of $1.16 million. In that case, the dividend was worth MORE than the market cap.

It was always a special dividend.

FINRA declared it to be a special dividend according to the rules. The rule is 25% or more of the share price, not 25% or more above the share price.
